Fox Pushes Reform

President Vicente Fox Quesada, who broke the PRI's
71-year hold on power in Mexico, says his very victory
shows the time is right to change Mexico's constitution.
Fox wants to add safeguards into
the constitution to ensure no single party can dominate politics again. He would also
add mechanisms to allow impeaching presidents. In a recent
ceremony commemorating the anniversary of the Mexican Constitution, he made
the following remarks:
"The change in power seen in the
last federal elections does not, in itself, guarantee the establishment of a
new regulatory framework in line with the democratic spirit of the new
times. Therefore, given the unavoidable commitment to the promotion of
a comprehensive reform of the state, there has to be change in political structures
and operations, as well as in the relationships between power and society. Change
must be brought about in institutions, because it has already happened in society.
"The popular mandate of July 2
was clear: we want a different Mexico. Society voted for a change in the rules,
in institutions, and in our objectives, not only for a change in the group in power.
Thus, the difference between the past and the future will be precisely the rule of
law, brought up to date, that shall prevail.
