Style, No Substance

The first executive level meeting between
presidents Vicente Fox and George Bush produced warm feelings,
but little substance.
Following Bush's visit to
Fox's Guanajuato ranch, the two leaders issued a communiqué that called for creation of
a joint panel to study how to "constructively address" immigration and labor
issues between the two countries. They also promised to determine how to
implement a recent ruling by a NAFTA arbitration panel granting Mexican truck drivers
full access to U.S. highways.
They pledged to support policies
that result in sound fiscal results, low inflation and strong financial systems.
Mostly, the two seemed to partake in
a photo opportunity. "Mexico is the first foreign country
