For years, Mexicans
complained that their country’s border policy was determined
in Mexico City by bureaucrats unfamiliar with the border’s
special needs.
In response, President Vicente Fox created the
Presidential Commission for Northern Border Affairs,
specifically to work with the governors and leaders of the
border states to determine what the real problems are and
possible solutions.
Ernesto Ruffo Appel, a former governor of Baja California
with a long career in government and business groups on the
border, was appointed the first director of the commission.
Ruffo joined the PAN party in 1983 and in 1986 was
elected mayor of Ensenada, B.C. In 1989 he was elected governor
