State of the Union

     Mexico President Vicente Fox Quesada recently outlined his admin-istration’s suc-cesses and goals in an address before Mexico ’s Congress. Below are highlights from his address.

      We have concluded the first stage of the consolidation of democracy. While guaranteeing alternation within the framework of social peace, certainty, and economic stability, we set about innovating, reorganizing, and laying down foundations. We should not be satisfied. There is much for us to do. However, the balance is a positive one. Today, Mexico advances sure of herself and will not be stopped.

  In an unceasing effort, together we are building the Mexico of the 21st century. We can see it the length and breadth of the country. We can see it in the 435 billion pesos invested in infrastructure and energy in the two years of my administration; in the approximately 85 billion pesos distributed in the first half of the year alone through the financial system of promotion; in the more than 5 million scholarships; in the increase of around 650,000 students compared to the previous school year, and in the 12,500 teachers...
